Text 5 Jan 1 note H.R.1540

I have noticed quite an abundance of complaining to the H.R.1540 Bill, and as I read it I really am unable to see what the fuss is about. I am only through a minute portion, but so far it all seems pretty self explanatory and nothing really groundbreaking or disturbing. However I’ll keep reading and seeing what I find.
